General
Current regulations for stop lamps were introduced in 1909. Since then vehicle speed and traffic density have increased - yet the information available to following drivers has remained the same.

 

Current Situation
When the driver of a vehicle depresses the brake pedal the stop lamps are illuminated. This illumination is exactly the same whether the vehicle is slowing down from 100 - 90 kph, from 100 - 40 kph or stopping completely in the same elapsed time. A following driver has no further information to assist in deciding how hard his braking response should be. The time delay this lack of information causes clearly results in many nose/tail collisions that cause death, injury and vehicle damage.

The number of nose/tail collisions could be considerably reduced if following drivers had more information on the braking intentions of the vehicle they were following.

The Human and Financial Cost
LTNZ 2003 statistics state there were 10 fatal and 1442 - 8 every day - injury accidents from-nose-to-tail collisions. These are only 10% of the total nose/tail collisions. Therefore there are 80 nose/tail collisions in New Zealand every day. The Insurance Council estimates $30 million is spent in vehicle repair from these collisions and at least double that - $60m - in emergency services, hospitals and other medical services. The total social cost is difficult to quantify.

Solution
DataBrake International has developed and will manufacture in New Zealand - an Intelligent Brake Light (IBL) system - a patented, computer operated, electronic safety device that monitors the deceleration of vehicle to which it is fitted. It is activated when certain deceleration thresholds are met - causing the Hazard Warning lights to flash indicating a hazard. The device is approximately the size of a 2cm thick business card - and can be fitted anywhere in a vehicle.

Benefits
uses the Hazard Lights - a signal with a well known significance therefore requiring no driver education
using the Hazard Lights signals the "emergency situation" as well as the braking situation
it is automatic (no driver input required)
intuitive (following drivers respond intuitively to the additional warnings),
independent of braking system (car's braking system not compromised),
no additional lights are required and very little additional wiring is necessary,
solid-state, electronic programmable construction (no moving parts and extremely reliable),
the cost, installed in 20 minutes, is similar to that of a car alarm.

Special Features
Many European vehicles are being fitted with a similar system which is part of the fitted ABS system. The features which give DataBrake IBL an advantage over this type of system are :
it can be fitted to any vehicle.
either as part of the Original Equipment (OE) in a new vehicle or
after market to a used vehicle.
the ABS system depends for it's operation on the brake pedal being depressed. The DataBrake IBL system operates independently of the braking system - therefore will give warning of a sudden stop even if the brake pedal is not touched.
can be programmed to suit current regulations.

Regulations
DataBrake IBL has been road tested and has been discussed at length with many New Zealand organisations :

the Land Transport NewZealand - DataBrake complies with current and proposed UN-ECE and local regulations including ADR 13 which adopts Un-ECE Rule 48 in full. LTNZ has said that this device is the most innovative safety device they have seen in years and have fitted it to their vehicle fleet nationwide.

the Automobile Association of New Zealand - has stated DataBrake IBL has the potential to considerably reduce nose/tail collisions.

the Insurance Council of New Zealand - the cost of nose/tail collisions is $30m per year - they see DataBrake has the potential to reduce this cost.

the Accident Compensation Corporation - because neck and back injuries from nose/tail collisions are considerable.

the New Zealand Police Road Policing Division - support DataBrake because it gives following drivers more information.
